They're pretty cheap everywhere - I had two sets made at Walgreens and it was like 10 bucks tax and all. It's nothing compared to the two-hondo the license cost you.

I had mine taken at H&H when I took my class. They charged me $8.00 for both photos

I do my own. Take a picture, then go here http://www.epassportphoto.com/ to get it cropped correctly, send it to Walgreens and pick it up in a few hours. Cost is less than $1.
