Where to buy .17 hmr 20 grain bullets in OKC.

I haven't seen any of them in our wally world, but wondered why they went FMJ? They could have built a HP or balistic tip with a higher antimony lead and a stiffer jacket to increase the performance. Although I do understand the FMJ's perpencity to Yaw after hitting flesh/bone, and maybe that might be the answer?
