Not sure, Wyoming has been allowing all the wild west style shootings from infant up with open carry. I guess with concealed carry all the armed 12 year olds will be surprised when a 10 year old pulls her firearm from concealment. Montana is really sane, you have to be 14 to open carry there. That is why they don't have blood in the streets of Montana.
