Building specialty tools

So I like to make my own tools instead of just buying them all the time.
Thinking of an easy way to make a barrel vise.

I am sure many of you have seen this shaped thingamajig.

It seems you would still have to line the bicycle part with rubber. You might take the rubber from an inner tube and wrap around a vice? Or make a v-shape in two pieces of wood and somehow attach to vice?
Just throwing things out there.
