What is the significance of the the Russian soldiers I've seen pictures of with unmarked uniforms, faces covered, and no magazines in the rifles?
You mean like this?

Russia's "invasion" of Crimea seems to have gone down with little to no fighting. Maybe they dont have magazines in their weapons because they dont want to provoke the local populace.
I still dont know why their uniforms arnt marked though. Maybe for a confusion tactic (though this seems unlikely to me). During the first hour or so of the invasion the invasion force was trying to pass as "anti-fascist defense forces" from within Crimea. Even now its still hard to tell which units these troops are from.
Not all of their faces are covered, just some of them. Maybe because its cold.
