Ultralights aren't supposed to fly over populated areas, like those houses it took off towards. Really dumb idea, sort of like pointing a gun at someone.

Edit; just finished the video and at the end he says it's not considered a densely populated area; tell that to the feds when you smack into one of those houses.

I used to fly a ultralight trainer powered parachute (not a para motor), FAR 103 regulates ultralights as defined in 103.
The fuzzy rule about congested areas is that (though not clearly defined in text) they are indicated in yellow on charts, but if you crash into farmer John's house in the middle of nowhere you could still be in trouble.
The idea is that since there is no pilot license or training required and no airworthiness requirements of the machine, they don't want you flying near people.
I don't know of any specific cases involving this, just scuttlebutt.
