I think you are quite right, pstmstr. In the real-world, not much action will truly occur until We the (armed) People demand it - in a manner that bureaucrats cannot resist.

They'll pick one or two people to prosecute and we'll likely never hear anything about it.

Our courts and prisons are so overloaded already, there's no way they're going to do anything about this in the large numbers needed to actually deter anyone.
