I'd never heard this before. My "theory" was Dupont had much to do with it. Did Hearst have any ties to Dupont?
Dupont is a very powerful company.
Hearst was the paper magnate. Their family is one of the few that built America. There's a series on History on them.

DuPont had a role in it with their synthetic ropes. The paper and textile industry also played a role. In pbramble’s post, he’s correct also I suspect. Seems like all of our drug laws were implemented to target specific demographics for convenience.
Without going into much detail, the Asians have had their fingers in the drug trade here in little Oklahoma for awhile before the law. My son got tied up with what he called the Asian mafia several years ago. The main dude he was dealing with was shot on his front porch in front of his kids. My son got out. I had no idea.
Asians are smart. Guess they using laundry and dry cleaners to literally launder money along with restaurants. I couldn’t believe it back then. He met the guy at a well know pool hall that they hung out here in OKC.

I seriously didn’t have a clue myself. Mainly marijuana, cocaine and heroin.
