There are definitely multiple failures there. If someone walks into my presence anywhere wearing a mask to obscure their identity, especially in multiples, that is automatically high alert. They came walking in with purpose which means they were carrying out a plan. The guy shouldve automatically made himself an obstacle between the visitors and the chick. The chick also shouldve had the sense to bail to a backroom where she can lock a door and call police. Once loved ones/bystanders are out of harms way, it is the guys job to set up for his next position again blocking access to bystanders. If he is armed, that is the point to be at ready and make a mental note and verbal announcement of where the line of engagement is. If they cross that line after announcement, they aren't victims, they are volunteers. If they provide any indication they are also armed, engagement must be proactive and swift. How people can occupy a space, especially place of employment, home, friends and family's homes, etc. and not war game in their mind to establish some basic plans for a variety of scenarios is beyond me. My last job had an extremely long hallway (about 40yds long) with nothing but locked doors down either side and was the only means of egress without going through a window out the 2nd floor. I hated having to walk down that hallway when the O&G markets were tight and we were hearing about layoffs all over the place.
