Dubs, that appears to be a piece of hematite or ironstone. they are very brittle on the edges - that's chatter, I don't believe it was intentionally modified by human hands. The patterns all over the surface of it are completely natural. You will find a lot of similar pieces around certain waterways in Oklahoma, especially the Arkansas River. Aboriginals did use similar stone to make things out of (gorgets, celts, pendants, etc), but generally they were ground down.
