The last complete lowers I bought almost 10 years ago were listed as "multi-caliber" (which is also stamped on the lower) and "other" on the 4473 (in lieu of "pistol" or "rifle.")
yeah, as I bought mine in CA, they are rifle or pistol on the 4473. there is no other classification for them in CA
The classifications that are permissible on the federal form 4473 are determined by the ATF, but I guess that's never stopped California from making it's own rules.
