ATI Mosin Scope Rail Tips?

Anyone installed one of these? I just got the bolt handle installed, and I'm trying to figure out how to locate the holes for it. I've heard a cross slide vice makes things easier, but i still don't see a good way to clamp the rail to the receiver while it's in the drill press. Thoughts?

The installation manual says to square up the rail to the recoil lug with a C clamp, but that seems too sloppy to me and awkard to set up in the press.

You can file a flat on top of the receiver. You're going to modify it anyway. I was just wondering if it were the one that replaces the rear sight leaf, but that's definitely not the issue.

Well, squared it up to the recoil lug as best I could with the bar clamp. It came out pretty close, i just had to shim up the rear of the base to get the scope to bore sight.
