Near Chouteau
I live near Chouteau, so I'm only about 30 minutes from your area. There are a couple of ORV areas in Mayes County you can visit without making a 2 day trek of it.
I've been to Gruber twice, yeah, nice views but the rocks beat you to death.
You need to check out the ORV areas behind the Kerr dam on Lake Hudson, near Salina. And the ORV area behind the Grand Lake dam in Disney, OK.

The Lake Hudson ORV area is not well known or crowded, much like the lake itself. It's not massive, but it has a good mix of terrain. Wooded trails and a gravel stream. If the river is normal or below normal you can ride out to the gravel bars, which is a blast. Just find the dam on Google maps and figure out how you want to get there. Probably go up Hwy 20 and turn back South ath the Snowdale gas station. That road will go (and end) straight to the dam.

The Grand Lake ORV area is a good deal larger, with the same mix of terrain, just more of it. It's a favorite spot for Rock Crawler rigged jeeps. But don't worry; it's only certain areas near the dam that are boulder fields. Lots of water to ride through, lots of wooded trails, and big enough to get kinda lost.

I haven't been to Mena or any Arkansas trails yet. I am dying to go, just can't coordinate with my buddies. We usually go to Colorado once per summer to ride. That's the best there is. I have been to the peak of Mt Antero on my Honda Rancher. It's really neat to go up and up until there's simply no trail left.

Also, try Appalachia Bay on Lake Keystone near Sand Springs. Not that far from Muskogee. Lots of sand and beach areas. Kinda crowded usually. All the city folk with their sport quads go abuse them over there.

The place in Mena is called Wolf Pen Gap, we went to the Quachita National Forest Headquarters on the Oklahoma side and got some maps. The folks were nice but advised us the Obama Admin. is closing some trail areas and they couldn't or wouldn't say were it was legal to ride.
