Just get a lower and stick one together for under 400.
I have built 3 on the PSA Freedom mid length stainless .556 1:7 twist and all 3 shoot excellent with accuracy of 1.5" sometimes a bit less at 200 yards sometimes a bit more with hand loads using 55sp hornady No cannelure No crimp H4895 and cci 450 primers in federal prepped cases.

I can only mimic what Swampratt said. I would do exactly that. You can get a cheap rifle kit from PSA for $299, then all you need is a cheap $50 Anderson stripped lower. I've built a few of those and abused the hell out of them, they make great rifles.

The issue with that is PSA lag on shipping. Ive had a few PSA myself and are great values, however at this point you would be lucky to get it by new years. Ive seen some good deals sub 400 on classic firearms with omni brand, bear creek arsenal, and radical firearms AR-15s, I think you would have better luck on getting it by christmas. But if time were not an issue (maybe give a card stating he will get it soon in the mail) then hands down PSA.
