I always thought it was a 2nd Lt. saying "well... in my experience...."

While I have heard many stories(from people who were in military service) about "wet behind the ears", "newly commissioned, "newly minted", etc. 2nd Lts., I think I would feel just a tad safer with them than with a .gov bureaucrat/policy-enforcer and/or Ninja wannabe/stormtrooper.
