Well, some people are just too picky. He's been working on these measures for years and has been deeply involved in the issue; he just misspoke when he said "fully-automatic weapon" when he should have said "crew-operated machinegun."

His objective in the speech was to shake loose contributions from left-wing, wealthy donors. Truth didn't matter. He was there to say whatever it took to get them angry enough to donate. I think he was trying to paint a picture in the audience's mind of full auto assault rifles being sold at gun shows without background checks by rabid NRA gun nuts.
