I don't take the advice given at 4:20 where the guy says it's ok to pick up the gun, render it safe and call authorities.
First, that gun in its present location is as safe as it will ever be. No hands are touching it lying on the street. By picking it up the person could destroy evidence by contaminating finger prints, DNA, etc.

I agree if he can use a cell/iPhone or get someone else to call the police. He shouldn’t leave the weapon in the street unattended though - liability/negligence.

I wouldn't leave it in the street either unattended. I'd danged sure stand there and hold up traffic until someone else called 911 if my phone wasn't immediately accessible.
