I remember watching investigative news specials...20/20, etc...about gangs in the military back in the '90s.
There were/are apparently some military bases which contain significant numbers of gang members who ply their trade with regularity....and IIRC those reports made it appear that they were operating rather openly, and that gang pecking order superceded military rank in some cases.
Of course it's been so long ago that I have no idea exactly which bases were implicated.
I suppose tho' that if supply/demand dictates that the area would be good for business, then it makes sense to go ahead and get things organized just like out on the streets considering some military bases are just like small cities.
