1996 sounds like a Klinton phone. He would be the guy that signed the thing into law. Hmmmmm.

USF is just funding for universal service.

The federal "Lifeline" program was created during the Reagan Administration. Lifeline is a federal program created by the Reagan era Federal Communications Commission (FCC) in 1984. The program was enhanced under Telecommunications Act of 1996, which was supported on a broadly bipartisan basis in Congress. The FCC’s Low Income Program of the Universal Service Fund, which is administered by the Universal Service Administrative Company (USAC), is designed to ensure that quality telecommunications services are available to low-income customers at just, reasonable, and affordable rates. Lifeline support reduces eligible low-income consumers' monthly charges for basic telephone service.

The original intent was a free land line which wasn't all that expensive. But typical goverment turned it into vast fraud and waste, which is one reason why healthcare should not be controlled by the government.

I saw a story in the news last night. News9 said they recieved a free cell phone. They promptly called the carrier. The operator said the phone would be disconnected. Two months later the phone was still activated.

"We've only used the phone a few times to call Easy Wireless, which is actually called Easy Telephone Services Company, based out of Florida. Our calls were never returned."

Then how do they know its service is disconnected?
I know if you pick up an AT&T phone you can call the customer service department even if your service is disconnected.

The FCC is putting together a database to stop people from taking advantage of the Lifeline program. You are only supposed to qualify for one phone be it landline or mobile.

The real reason you see so many in Oklahoma is most of the state is considered "tribal land" and therefore each line gets a roughtly $35/month subsidy from the USF. Most other places max out the subsidy at $9.25.
