You have two houses made up of (nominally) the people's representatives(i said nominally!) which is supposed to give legislation a fair chance to be voted on the way the people want it(again, in theory only). And then you have these bottlenecks between the houses where a bill can be entirely shut down by a single committee head. I don't see any other need for them to exist than to shortcut our wishes.</p></blockquote><p></p>
