If the holes are off center a competent gunsmith can tap a set of holes fairly inexpensively. Or you can get a set of the leupold bases with the wind age adjustment screws on the base. On a weatherby rifle I have that had been rebarrled I had to use a set of those to correct and issue much like you described. Worked fine and the rifle still shoots great. I've shimmed a base before but only trying to get more elevation availability and was too poor to buy a 30 Moa cant base. Worked but not super steady or reliable after 40-50 rds it would back off even when I used loctite. Bought a nightforce one piece rail and never looked back. Good luck.
