OK, what size excavator are you talking about? if it's anything in decent condition I would guess you are talking about a 45K# machine using those costs. That's a lot of digging for that size machine, if Im assuming correctly. Also, what is 1% BFE?

OK, so what does this have to do with not being able to bring in fill dirt?

It's in a 100 year flood plain. You can't alter the elevation by bringing in or removing earth. You can move it from one side of the property to the other.
you can not remove it from the property.
