Lower receiver question.

Ok so first im sorry if this question has been asked, I tried searching and google but did not find the answer to my specific question. I am wanting to get an ar pistol and would order it in 2 parts. First the complete upper to my door, second a complete lower to my FFL. Now I know once a rifle always a rifle, BUT if you buy a lower be it complete rifle, complete pistol, or stripped(with the exception of a pistol lower specificly marked pistol) it is filled out on a 4473 as "Other" like a pistol grip shotgun. So now my question. Can I buy a complete rifle lower and before it has been attached to an upper (so that its not technically a complete firearm/rifle) switch out the stock to a pistol buffer tube then complete my pistol? My thought process is that never being attached to an upper it still makes it a receiver and not a firearm. The batfe would not know the configuration of said lower before attaching my upper. Is my thought process sound or am I missing something? Thanks in advance for your input.

I believe the letter of their interpretation is if it has EVER had a stock attached, it must be registered as an SBR otherwise. Just buy a stripped lower and one of us guys here can help you put it together. It's easy-peasy. We're about due for another Tulsa get-together, anyways...

Thats what im saying, a lower is a lower if its complete or not it goes on a 4473 as "other". So how would the powers that be know if it ever had a stock on it to begin with?

They wouldn't know. As long as it doesn't have a stock on it with a short barrel when "they" see it then there would be no way to know unless you took a picture of it or something. But even if you did I don't see anyone looking at it that closely. I mean, why is anyone looking at your guns anyway?? Right? :)

If you order a "complete lower" and have it shipped to your FFL, then if anyone ever looks, it's gonna show a receipt for a "complete lower" - which generally means including stock. Even the standard buffer tube without an actual stock, I believe, they have said is a no-no. Just saying. Maybe no one ever comes looking. But if I'm gonna make a pistol, I'm gonna make sure it was always a pistol and nothing on paper ever says otherwise anywheres.

That's just me.

Ask them not to put "complete lower" on your receipt. :) The lower I bought had a buffer tube but no stock and no indication it ever had one. It was notated on the 4473 as "other." Not rifle or pistol. I'd have no problem changing out the buffer tube that could take a stock (to avoid that possible "grey" area) and putting a pistol upper on it. I might just do that.
