There are designated “Safe Places” to abandon children. Oklahoma City Fire Department stations were designated as such years ago. There is a policy and procedure protocol with specific contacts. I’ve seen it in use once before I retired.

Probably not. Her free use of Baby Daddy as a term implies to me that she's been exposed to lower intellect Americanisms. I don't believe it's learned fast and becomes reflex conversation for foreigners. But I could be wrong. She's definitely an IQ82 qualifier.
