On Monday, OK2A, along with almost 20 other conservative grassroots groups, began circulating a discharge petition at the Capitol. House rules allow for discharge petitions as a means to get a bill brought out of a committee for a vote on the floor if 68 Representatives sign. It is critical that we succeed in this effort. Rep. Tibbs may hear a few of the gun bills, but her open carry bill is a bad bill (I will explain why in a moment). If we are going to get a good open carry bill to the floor, it is going to be done through this discharge petition. Leadership is twisting arms trying to keep Representatives from signing the petition, so we need you to turn up the heat. Call your Representative and politely tell them you expect them to sign the open carry discharge petition. The house switchboard number is (405) 521-2711 or (800) 522-8502. If you are unsure who your Representative is, go to <a href="http://www.okhouse.gov" target="_blank">www.okhouse.gov</a>. Also, at the end of this post is a block containing email addresses of all 101 Representatives. You can cut and past it into an email if you’d like to contact all 101 Representatives at the same time.</p><p></p><p>Rep. Tibbs has said she is planning to hear a few gun bills, including HB1652 (allowing concealed carry permit holders to have their firearms in their car while at a Career Tech), HB2087 (campus carry for college/university faculty and staff members), and HB1796 (Rep. Tibbs version of open carry). The first two are good, but HB1796 is not. </p><p></p><p>Let me explain. Rep. Tibbs’ version of open carry is a ballot question on the issue. In 1971, the Legislature infringed upon the rights of Oklahomans by making it illegal to openly carry a firearm. The Legislature got it wrong and the Legislature needs to make it right! Sue Tibbs’ idea of making it right is to shirk her duty and make us do it for her. She and the other 100 Representatives were hired by the people of Oklahoma to do a job; but rather than do that job, they want us to do it for them. Furthermore, her version of open carry is an expansion of the concealed carry permit to include open carry. That’s not good enough. We should not have to pay a fee for a license to exercise our rights.</p><p></p><p>Please call Rep. Tibbs (405-557-7379 or <a href="mailto:suetibbs@okhouse.gov">suetibbs@okhouse.gov</a>) and thank her for agreeing to hear HB1652 and 2087. But also politely ask her to hear HB1400, Rep. Wesselhoft’s unlicensed open carry bill. Also ask her to hear HB1553 by Rep. Kern. HB 1553 will remove restrictions prohibiting a concealed carry permit holder from carrying their firearm into public buildings and meetings. </p><p></p><p>Additionally, Senator Barrington is not going to hear any Second Amendment legislation.
