In fact, it hurts open carry efforts. With the language there, open carry of a firearm in Oklahoma would still remain a criminal offense. The only thing offered by this bill in terms of open carry is a defense in the event of an arrest or prosecution if the defendant can articulate a "reasonable fear of bodily harm". However, as you can imagine a "reasonable fear" by one person may not be a "reasonable fear" to another.</p> <p style="margin-left: 20px"></p> <p style="margin-left: 20px">Rep. Reynolds said on the floor that gun owners support this as an open carry bill. I personally have not met a single gun owner who does once they are privy to what the so-called open carry provision actually says. It doesn't matter if it's the group who wants licensed open carry, Constitutional open carry, or no open carry at all, they all seem to recognize that the language in this bill is bad.</p> <p style="margin-left: 20px"></p> <p style="margin-left: 20px">Support of HB1647 is support of a bill that is bad for gun owners and open carry in Oklahoma.
