To be fair, the fact that they only scored a 10% effectiveness score isn't entirely their fault. Chicago is Ground Zero for GSW trauma surgery. So much so that DoD is known to use their ER's for training. They have FIVE Level 1 adult trauma centers. Nowhere in the world do you have better odds of surviving a GSW than in Chicago.

Kind of like using the troops for atomic testing. Chicago has a ready and willing victim base to train our first responders.
Thank God Chicago is number 1 in something else other than murder.
