Machinist's Workshop magazine back in 2007 actually tested penetrates for break out torque on rusted nuts. Significant results! They arranged a subjective test of all the popular penetrates with the control being the torque required to remove the nut from a "scientifically rusted" environment.

The ATF-Acetone mix was a "home brew" mix of 50 - 50 automatic
transmission fluid and acetone.
Acetone is the main ingredient in nail polish remover. So readily available. The label on Nail Polish Remover says: "Acetone, water,other ingredients," fragrance & color. The label also warns that it can damage plastics. So using this stuff might be a bit of a challenge. I'm thinking a good container would be whatever the Nail Polish Remover comes in. Pour half of the NP Remover into a glass bottle, then refill the NP Remover bottle with ATF to make a 50-50 mix. Probably dispense the mixture by dipping a screwdriver into the bottle.
