He can say the markets and economy are open. But, it is the decision of each state Governor as to whether or not businesses within those states are allowed to operate. Just like it is their decision to shut them down, not Trump's. He recommended it but it is the "make the shut down hurt" Democrats that did it to extremes. Some states still have not shut down usually with GOP gov. and Democrats are giving them hell for it.
