Good morning!
I am in the market for a used but like new Smith and Wesson 686 plus! I would prefer a 4 inch barrel or could consider a longer inch. Not looking to spend much for used one. My budget is $650 shipped. We could discuss price depending on the condition of your gun.

You might look at a Taurus 357 revolver for that price. They make decent revolvers and probably get one cheaper than your $650 price range.

Unless things have changed, it’s against the site rules to sell to you anyway (via ffl) as you are not in Oklahoma.

I'm unsure about site rules but even as a private sell its against federal law (ATF) for any of us okies to sell a non okie a handgun

Yep, legal via ffl xfer, though it was against site rules though, at least in the past. It appears not to be now.
