Yea, plenty of fools don't turn them on when they should. I don't understand the lack of common sense on their part, it's like they are oblivious to weather or light conditions.
When New Jersey instituted the "headlights on" rule for inclement weather, they advertised it as "Wipers On, Headlights On". It's a good rule to follow any time.
