Yes, it has to be the a sheriff department in the county in which you live. The sheriff does a local background check on you then forwards all the stuff to OSBI.

Ist printing has to be done by the Sheriff in the county you live in. 2nd printing can be done somewhere else. Only after the 2nd can you go to OSBI and get it done. I had my local Sheriff's office print rejected by OSBI, which was a manual inkprint, then i went to the Bartlesvile and was digitally printed and they were also rejected. After being rejected twice i drove to OKC and got the job done by OSBI, I bet i wasn't in the building ten minutes. They told me I could have gone there after being rejected twice. They also told me that older people and people that work with their hands were harder to print, which is me in both cases.
