The gunman who killed two congregants at a Texas church last month had been charged years earlier with a felony gun offense in New Jersey, where prosecutors later downgraded the crime to a low-level misdemeanor that had nothing to do with firearms.

Yep, they often get dismissed as part of a plea agreement.

I read one time that by the time someone is charged with murder, they have had on average 12 to 13 contacts with law enforcement for violent offenses. We've seen over and over that if it's not that, someone knew they were mentally unbalanced but they "fell through the cracks". Those are the problems that REALLY need to be addressed.
