No, only "non-essential" services would be shut down. LE agencies, critical medical personnel, most of the Armed Forces, etc. would keep their lights on.

Biggest fear in DC is that the government will shut down for a week or so and 80% of the population wouldn't even notice if they didn't see it on the news.
