As for your link, I think the guy misses the bigger point: with today's technology, how often are the results of any election skewed, and why? If a precinct with fifty-something people can have a discrepancy of around 20 votes, how accurate is any election, and who's policing it?
In this case and many other elections "today's technology" amounts to people writing on pieces of paper. Sorry but most of our governments are still operating in the 19th century on far to many important things. Heck many places in the US still do not require a photo ID to register or vote. Something even the Europeans have been doing for years.
