As you can see below, it doesn't work for the same reason that the bans don't work in places like Chicago. The neighbors just aren't restrictive enough. Damn us.

In just Toronto, 85 per cent of all crime-related handguns traced by police came from the U.S., suggesting that banning handguns would yield similar results, rendering it ineffective.
With a significant portion of gun-related crimes being directly correlated to illegal U.S. guns, a useful strategy would focus on gun flows at the border to cripple the smuggling market. With zoned and randomized routine searches being proven to yield effective results in the U.S., the federal government could target hotspots using unpredictable routines, while ensuring non-discriminatory practices.
