US presidents have issued executive orders since 1789. Although there is no Constitutional provision or statute that explicitly permits executive orders, there is a vague grant of "executive power" given in Article II, Section 1, Clause 1 of the Constitution, and furthered by the declaration "take Care that the Laws be faithfully executed" made in Article II, Section 3, Clause 5. We already have a Hitler Youth, it's called the Boy Scouts...Now if a large percent of the FEMA Corps comes from the Boy Scouts, it would basically be a Hitler Youth graduating to SS kinda situation.

We cannot continue to rely only on our military in order to achieve the national security objectives that we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded.
