Only if she's attempting to report waste, fraud or abuse to Congress or the Inspector General. A disgruntled ex-employee attempting to smear her former employer with salacious allegations, isn't covered under WPEA. Just sayin...
If, and I mean if, it proves discriminatory behavior, she should also be covered. Not saying she's not slandering, but if it proves out, she's in the clear for harrassment and possibly hostile work environment
