What is this concrete structure on rural land?

It is leaking water continuously and has a metal hatch that looks like you could go down in it?

That looks like an old water well that is capped. I know where one is that looks exactly like that, but without a cap
I was thinking it looked like a water well, too. If it's leaking water, it's probably artesian, where the surrounding water table is near or above the level of the wellhead.

That’s what I was thinking. Now that I think of it, I know where two of those are. There’s one in Rush Springs. And then there’s one just west of Porter hill by stony point Road. I’ve seen people bringing water jugs to the one in Rush Springs in the past.

Now that I think of it, there’s a third one that’s a lot bigger I know of. An old army one on Fort Sill called Ambrosia springs. It’s a little ways north down by the creek behind the base Generals house. You would never know it’s there, unless you’re looking because of all the overgrowth.

Back in the late 1800s and early 1900s they had to use armed guards when using the well because of the Indians. It has iron bars over it now and it’s filled with rocks.

A niece on the wife's side of the family and her husband used to own a property up near Cripple Creek, CO, and down from their property and along the road was a pipe that constantly ran water that came from an artesian well. That pipe was so popular for the locals that I think they county or state even created an area at the side of the road so the locals could park in while getting their water jugs filled.
