IIRC, it has nothing at all to do with actual performance, and everything to do with construction. M855A1 has a steel penetrator, whereas M855 and M856 don't.

I read a vague reference elsewhere that the ammo in question is 7.62X51. So it's possible someone pulled down some corrosive M2AP and reused the projectiles as mentioned earlier?

M855 does have a steel penetrator

.30 cal makes sense. I've often wondered about the guys who brag they use black tips to reload .300 blackout. Completely illegal and the way they talk about it, it will only be a matter of time before they get busted.

I dont think its illegal to load for your own personal use, but it IS illegal to make for resale. That has been my understanding.

Yes and no. It has a steel tip under the jacket and over the primarily lead core, which aids in stability and increases penetration a bit, but it's not really a "steel penetrator".

18 U.S. Code § 921:

(17)
(A) The term “ammunition” means ammunition or cartridge cases, primers, bullets, or propellent powder designed for use in any firearm.
(B) The term “armor piercing ammunition” means—
(i) a projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium; or
(ii) a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.
(C) The term “armor piercing ammunition” does not include shotgun shot required by Federal or State environmental or game regulations for hunting purposes, a frangible projectile designed for target shooting, a projectile which the Attorney General finds is primarily intended to be used for sporting purposes, or any other projectile or projectile core which the Attorney General finds is intended to be used for industrial purposes, including a charge used in an oil and gas well perforating device.

So it doesn't qualify as a steel penetrator under that definition.

If I recall correctly he also tried to penetrate and ignite fuel tanks at the nearby airport.

Yes. He apparently wasn't aware that the tanks are double walled. At that range he'd have needed a .50 cal APIT round to ignite them.

Yes it is, by definition, M855 penetrates exactly what it was designed to penetrate. A soviet steel helmet and light steel skinned vehicles such as trucks and jeep like vehicles at 600m

Its also called a "steel penetrator" because the penetrator is made of steel and not because it penetrates steel.
