Yep... I've seen one similar to that at a dog grooming place. I'm gonna say it's for dog grooming...not sure exactly what it does.

yep, I have a couple that look very similar. They are for getting out matted hair on a dog, etc My long hair Husky is really bad about matted hair. In fact I have started using my sheep shears on her every spring.. She looks pretty funny but I know she's more comfortable for OK summers.

It looks like it has a place to rest your thumb but those little blades are sharp! The nut on the end looks like the blades can be changed out.

I worked for a vet when in high school -- used those alot in getting the knots out of dogs hair
