I think they are throwing a bone to gun owners by allowing those that already have the enumerated banned items to legally keep them.
The "kicker" is to make any transfer of said items illegal, so a parent would not be allowed to pass down, thereby "transferring" those items to a child or grandchild. After a few years there would no longer be anyone who was alive at the time of the ban and therefor nobody who could legally own any of said items under the "grandfather" clause.
