Bums have been doing it for years.
I guess that's easier than admitting they have a homeless problem.
We need carters input to be fair on the subject.
It's all Trumpeeeeeee's fault.
Makes it so the 'refugees' can legally soil the sidewalks and streets.....
Not at the levels we see now. In Los Angeles there are actual maps put out every day to show where to not walk on human feces.

So with that statement, the dims are using the tent camps as a platform for political reasons while not really caring about those that live in them.

I was in Sacramento, CA on business about 10 years ago. They were already referring to the homeless on the street as "urban campers" in the effort to be politically correct.
