So, all the states that don't take the money will end up helping to paying for those that do take the money. That, and it is nothing short of bribery to sucker in states since the feds can't pass something on that level. It is underhanded and there is no provision in the Constitution for the federal government to do this.
It's funny, don't you think? The feds can (or rather will) pass legislation to enable those red flag (pre-crime) laws, yet a law that gets passed can't be challenged until it has been signed into law and someone can prove "standing" to challenge such law. I've always held that anything Congress passes that goes against the Constitution is all the standing anyone would need to immediately challenge such law before anyone gets injured by any such law. All laws that Congress passes and get signed into law need to be reviewed and said law's constitutionality verified by the Supreme Court prior to enactment. Period.
