Costco has always done this. The OKC ones are several years old at this point, and have had them the entire time. Pretty sure they are just using a nitrogen concentrator

the theory behind it is that the oxygen molecules are able to escape the rubber compound, lowering your tire pressure over time. However, if that is true, eventually all that will be left in your tire is nitrogen even if using regular air.
