Pre-Ban generally refers to the 1989 Assault Weapons Ban that restricted what types of features or guns could be imported. Generally pre-ban rifles are seen as a "truer" to what their original design was. You can see an obvious difference by looking up a Norinco 56S (which is pre-ban) and a Norinco MAK-90 (which is post-ban).

Pre-ban can also refer to a pre 1994 firearm - (Brady bill was 1994 and caused a lot of manufacturers to enact ridiculous little changes that did not affect functionality in the least but made one scratch their heads

I can only realy speak for AR-15's but the biggest manufacturer's to comply had things like A2 stocks on carbines, and in some cases carbine stocks fixed in one position ,-- no flash hiders -- a lot of thumbhole stocks floating around on AK and FAL variants

The 1994 bill basically put the 1989 import ban on steroids

A pic of HK's cool .45 ACP carbine showcases a few of these features -- thumbhole, no flash hider , and for the longest time - you couldnt get any magazines over 10 rounds for these
