Here is a silly question! Is that considered a class 3 weapon? Would you have to have a special license of ANY kind to own it?

I don't believe it is.

If it is fired by hand crank, it isnt C3. Handcrank means that there is a motion for each fire, thus not automatic. Now, swap at that handcrank for an electric motor... C3.
