Seems like they could focus all the efforts on one construction area, get it done, then move on to the next project. Why tear up every major thoroughfare in Tulsa at the same time?

I've been told that it has something to do with a required "start time" for these projects in order to meet the contractual obligations? Just because they "start" a project doesn't mean they are actually going to work on it once the cones are up and the lanes are shut down though.
