Legality = Cant say for sure but I couldn't see why they would be illegal as long as it was done using proper legal practices ( like going through an FFL for transfer of a firearm)

you can get tickets and cards with unique serial # from office depot. they will even print unique ones like the ones here

http://www.officedepot.com/a/products/984395/Raffle-Tickets-Blue-With-Black-Ink/

Might want to look into the need to 1099 the winner maybe ?

Raffles for non-profit/charity are legal in all forms. Tickets available via a local bulk wholesaler, or the web

Raffles done for profit are illegal, as they constitute a lottery.

I'm sure there's still some sort of permit and monetary form to fill out

Two part numbered tickets are available at Wally World. Local motorcycle riding club I belong to have done a lot of them for fundraising. We're a not for profit group.
