You might have to be sitting in it for the safety switch to allow starting

. You have to be on the seat or the park brake had to be set. If that’s not the issue, the PTO may be engaged.
You will have sit on the seat, disengage the blades, and depress the clutch to engage the safety switches that allow it to start.
Yes, there should be a freewheeling lever on the rear of the mower somewhere. Most all have them.
If none of that works, the transaxle may have locked up.

Maybe the manual will indicate what is to be done in a situation such as this?? Sometimes, I don't read the manual and just go to using a tool or even a lawnmower.

Maybe it's just my crotchety a$$ today, but I find this post a little annoying given the circumstances. I mean, I'd at least exhaust resources in the manual and at craftsmanmowers.com before coming back to the people who gifted the thing to me.

Yes and yes. I think it might be the clutch pedal is not engaging all the way. Like I said, I will deal with it tomorrow when I have more time.
